April 3, 2013
The monthly meeting of the Village of Dresden Board of Trustees was held in the Village Meeting room at 7:30 p.m. The following were present:
Mayor William Hall Trustee Michael Snyder Trustee Ronald Merritt Clerk-Treasurer Terry Dilts DPW Superintendent Brian Ellis Fire Chief Howard Leach
Absent: Code Enforcement/Zoning Officer Brian Quackenbush
Also Present: John Christianson from the Chronicle-Express, David Austin from the Dundee Observer, one Town employee and 8 Village residents
Mayor Hall called the meeting to order at 7:30pm.
Mayor Hall appointed Ronald Merritt as Trustee to finish his term for 1 year.
Mayor Hall read a statement and made copies of NYCOM information about public input. The statement reads as follows: “The purpose of this meeting is to conduct Village business. Public input will be allowed at the end of this meeting and limited to 5 minutes per person. The input will be taken under advisement but not necessarily acted upon by the Board at this time.”
Mayor Hall had the agenda revised and started with old business:
Trustee Snyder made a motion to approve the prior months minutes, seconded by Trustee Merritt. Voted and approved
Fire Chief Leach presented the following: 1. Report on fire calls: three 1st responder and two MVA’s in the Town; Zero calls in the Village and no Mutual Aid. 2. Rescue 3 is out of service and Fire Chief Leach presented an ad for the paper to sell the truck. 3. Fire Chief Leach has one member that will be put on the inactive list as he is moving out of state. Trustee Snyder made a motion to removed David Parkhurst from the active list, seconded by Trustee Merritt. Voted and approved 4. With Rescue 3 out of service the Truck Committee has been working on specifications for another rescue truck. 5. The two AFG grants were denied and Fire Chief Leach talked to Glenn Miller and he would review the applications to see why they were denied. Glenn Miller has a good record of getting the AFG grants for fire companies. A meeting will be set up for Glenn Miller and the Clerk-Treasurer to go over the grants. 6. Dresden has the County Hazmat Team and trailer. There are grants available for Hazmat supplies for the trailer. There is a 3 County program with Ontario, Seneca and Wayne for Decon. There is work being done to have Dresden and Yates County as the Decontamination part of the Hazmat for a 4 County program. Ontario and Seneca Counties would be in charge of all the Hazmat calls. Dresden, Yates County and Wayne County will do the decontamination part of the calls. Work shops will be set up and there is training in Ontario County on the 20th. 7. Fire Chief Leach asked the Board about the suggestion the Fire Department should change to a district. Mayor Hall said the Fire Department should look into this. Mayor Hall will be presenting a copy of the Fire Department review to the Town next Tuesday night. Fire Chief Leach said the districting could take about 5 to 10 years to process.
DPW Superintendent Ellis presented the following report: 1. Equipment Maintenance has been done. 2. Village of Penn Yan has been contacted about sweeping streets. Superintendent Ellis is waiting for a price to do the work. 3. The remainder of the tree at the cemetery has been removed. 4. Justin will be attending a water operator’s certification class April 29th – May 2nd in Morrisville. 5. Spring pick up has started and is going well. 6. Snowplows and sander have been put away. 7. DPW has some outdated equipment that needs to be sold or disposed of. Mayor Hall suggested the Board members see the equipment before a decision is made. They agreed. 8. Water meters have been ordered. They will be installed this summer.
Zoning/Code Officer Quackenbush submitted the following written report which the Mayor read to the Board and Public: 1. Building permits issued – 2 2. Certificate of Compliance – 1 3. Rental Property Inspections – 3 4. NYS Code Inspections - 4 5. Met with the Planning Board on March 13th and the next meeting is on April 10th. 6. Completed training on March 26th. 7. Will attend training on April 3rd. 8. Sent letter to property owners with roof repairs.
Mayor Hall asked for a report from the Zoning Committee. Pege Brow asked for a meeting next week. The committee needs charts and is waiting for the members to send back information of the drafts. Mayor Hall asked Pege Brow to submit the information to the Planning Board as the committee will not be appointed at this time. The Board of Trustee’s is charging the Planning Board with the review of the Zoning Code. Pege Brow said that is what the Committee intended to do after they were done.
Election results were presented by Clerk-Treasurer Dilts: This year the Mayor’s position was all write in: 57 - Write in votes for William Hall 23 - Write in votes for Pege Brow 1 - Write in vote for Michael Snyder This year the Trustee position had a candidate running: 51 - Write in votes for Michael Snyder 32 – Votes for Darlene Conley 3 – Write in votes for R. M. Reynolds There were 8 absentee ballots and 10 ballots were void. William Hall is the new Mayor and Michael Snyder is the new Trustee.
Financials were presented and discussed, after the discussion board approved.

Mayor Hall asked for a motion to approve bills. Trustee Snyder made a motion to approve the bills, seconded by Trustee Merritt: General $6,675.37 bill #1.13.04.1.1 to 1.13.04.1.19 Water $9,015.62 bill #2.13.02.3.1 to 2.13.02.3.10
Mayor Hall discussed the capital reserve account that Penn Yan holds and the Village pays into. The Board would like an explanation on why such a large increase, therefore the amount will not be paid. This is a Capital Account that all municipalities pay into for any major Capital improvement or repairs at the Water Treatment Plant.
Mayor Hall discussed the list on the Calendar in the meeting room. Clerk-Treasurer Dilts added some items. One is the drainage on the North side of Seneca Street from Geneva to Charles. A home owner is repairing the driveways to her properties and does not want the water to wash out the ends of the driveways. The house on the corner of Seneca and Charles also has the same concern. Water comes from the North down the hill and from the west down Seneca. Also there is a concern about Village tree branches over the homes. Mayor Hall said that there is a drain but when the water comes down heavy it can not flow into the drain fast enough and leaves stone on the corner of Seneca and Charles. Superintendent Ellis said there is a drain at Geneva and Seneca that the water should run straight into. Mayor Hall would like to see this list taken care of this year.
There was discussion on the key system for the Village and Fire Department. The Board needs to check with the Fire Department on their progress. The Village Office should be done at the same time. The Fire Department is looking at a computerized system that tells who entered, what time they entered and what time they leave.
The Waterfront study is on hold for grant.
The Village Board has to be NIMS compliant and Trustee Snyder is the only Board member that has not taken the courses. Information will be provided. This is a requirement for applying for grants. Mayor Hall said that Trustee Snyder has a year in which to complete the course.
The Village Board is waiting for a survey map and the steep slope law before cutting any trees down on the hill by the Navy.
Stop bars and parking lines will be painted after the roads are swept. Mayor Hall would like to have this done before Memorial Day.
Mayor Hall will check with Joe Gibson about the agreement for used guard rail to replace the bad ones by the Navy.
A letter will be sent to the railroad company about the poles by the tracks. The Board would like to see them removed. Joe Gibson also said he would supply dumpsters to finish the clean up at the tracks.
Mayor Hall explained the need for a mixing system and aerator for the water tank. The funds needed to pay for this project will come out of the surplus from prior years. The inlet and outlet are next to each other in the tank therefore there is not enough mixing of the chlorine. A meeting will be set up with the NYS Health Department. There is also a concern with the air release manholes drainage. Superintendent Ellis said the manholes are full of water and when the valves open this would cause water to get in the Village water line. Trustee Hall asked if there was a way to bring the valves above the water and Superintendent Ellis said there was not. These items will be followed up on. Board Meeting Minutes – 4/3/13 Page 4

Trustee Snyder made a motion to accept the above slate of officers, seconded by Trustee Merritt . Mayor Hall called for a discussion; stated that the Village Board has done some recruiting and still has to determine who will be chairman of the Zoning Board of Appeals and then a vote. With 3 yeas and 0 noes, the above appointments were accepted effective May 1, 2013.
Mayor Hall stated there were no water customers that have not paid their water bills to date to send back to the County for taxes.
Mayor Hall stated there is one customer who did not pay for their sidewalk replacement charges to date. Mayor Hall asked for a motion to submit this account to the County to place on the tax bill. Trustee Merritt made a motion to submit one account to the County for Sidewalk charges as Taxes for fiscal year 2013-14, seconded by Trustee Snyder. Clerk-Treasurer Dilts presented the signature cards and bank resolution. After some discussion motion was made by Mayor Hall to adopt the attached resolution for Community Bank, seconded by Trustee Merritt.
Trustee Snyder had one more item to discuss under new business: Trustee Snyder has been working on information to refinance the water bonds. In the process it was pointed out that there is more involved because these bonds are with Rural Development. Trustee Snyder talked with Jeff Smith from Municipal Solutions Inc.; he will meet with the Village Board on Monday April 8th at 1:30. He will go over what is required. This 1st meeting is at no charge.
After no further items to discuss Mayor Hall then opened the meeting to the public:
Pege Brow asked why the storage shed at the water tank has not been removed yet. This item was brought up about two years ago. There is a big whole in the roof of the shed still at the water tank site. When the research was done there could have been a building done for $4,800.00. Superintendent Ellis said this shed keep for use because it holds more. The other shed was too small.
Bill Updike said the Masonic Lodge would like to remove the bricks at the playground and relay them. This is a historical feature as this is the last brick sidewalk in the Village. Trustee Merritt made a motion that the Masonic Lodge could rebuild the sidewalk, seconded by Trustee Snyder. Put to a vote and approved
Bill Updike also mentioned the Masonic Lodge would also like to take over care of the monument at the Village entrance. Pege Brow said that Rood’s supplied the day lilies under the Village of Dresden sign and they were in bad shape. Bill Updike said the Rood’s would supply flowers and a sign will be placed at the Village entrance with their name. Trustee Snyder made a motion to allow the Masonic Lodge to take over maintenance at the Village Entrance, seconded by Trustee Merritt. Then put to a vote and passed.
Cathy Rivera asked about the outdated equipment. Is the Village going to sell or scrap them? The Board needs to see the items before this can be determined. Mayor Hall would like to sell the items if they are usable. The items are surplus or just worn out for Village use. The items could be usable for a home owner. Pege Brow asked if this was going to be done properly and not behind closed doors like in the past. The items will be looked at to see what the best solution will be.
With no other business to discuss, Trustee Snyder made a motion to adjourn, seconded by Trustee Merritt, meeting adjourned at 8:20 p.m.
